Approximate Purchase Date: This Week

Budget Range: $600-$800

System Usage from Most to Least Important: Streaming league of legends and fortnite as well as school work

Are you buying a monitor: Yes

Do you need to buy OS: Yes
Please note that if you're using an OEM license of Windows, you will need a new one when buying a new motherboard.

Preferred Website(s) for Parts:
NewEgg or honestly any site that has the best prices. Ideally would like a site that can build my tower as well, because I am a rookie to that.

Location: Tennessee USA

Parts Preferences: Best bang for the buck

Overclocking:
Maybe

SLI or Crossfire: ??

Your Monitor Resolution: (e.g.: 1024x768, 1280x1024, 1440x900, 1600x1200, 1680x1050, 1920x1080, 1920x1200 or if you're upgrading please state what you'd want to get)

Additional Comments: Would like a very quiet pc and the most cosmetically pleasing tower I can get for the price.

And Most Importantly, Why Are You Upgrading: Never had a PC to game on.

Something like this should be pretty good...

Good quality components within your budget.
Activate Windows later on, there should be no impact on performance... https://www.howtogeek.com/244678/you-dont-need-a-product-key-to-install-and-use-windows-10/

The only problem I see is the storage. 512 GB doesn't seem like enough? We could upgrade that and do away with the monitor until I can save up for the Monitor that is 144hz

Wait until Computex on the 28th for the Ryzen 3000 announcements. Perhaps some lower prices on the old chips too.
That would be a good idea. You can give us a shout once they are released.
Otherwise, you can go with this...

For a 144hz screen, you need a better card too.
