Help me buy a budget graphics card!

Concern 1:

I want to upgrade my GPU. Currently I have HD 4830. I got no Issue with that GPU since it runs most of the games at 30fps with Medium-High Settings at 1024x768 resolution (Because my screen size is small). The only thing in which I lack behind is Directx 11. I got two options here, Radeon HD 7770 and R7 250x. Since I am planning to play games at high-ultra settings on 1024x768 resolution, these cards would deliver a very good FPS, like around 40.
Please help me choose between ATI Radeon HD 7770(Price is INR 7200) and R7 250x (Price is INR 7700).

Concern 2:

Since DirectX 12 is coming, will that ruin the support for all those GPUs which supports upto DX11 only? If this isn't any concern, then I can increase my budget to INR 12000.

With concern 2 in mind,
I saw somewhere that DX11 graphics cards will not fully support DX12(Current cards which support are GTX 970,980) so wait for the GTX 960 or 950 to release(I think there will be no GTX 950!) or for AMD to release their R9 300 series cards. I too am from India.

If you want it now itself get a GTX 750.

I'd go for the R7 250X as, even though its the actually a re-brand and not physically newer, it may get extended driver support compared to the older 7770.
Have you consided the GTX 740 or 750? Also great options. I think both AMD and Nvidia will support directX on the latest generation of GPUs so this should theoretically mean the R7 250X

Will GTX 750 support Directx 12 in future? I have read an article which says that Radeon 7000 series will be supporting DX12 with Mantle technology.

Like I said, I THINK both AMD and Nvidia will support directx 12 on GTX 7XX (including GTX 750) and R9 2XX series cards but they don't really have any incentive to do so if they can sell newer cards. I suggest waiting for the GTX 950 graphics card to be released next year if it is based on maxwell architecture.
