Question Help me choose a graphics card ?

It's to be used with a 4k 60hz HDTV, I would like to run ultra settings. Needs to be a 2-slot GPU to fit in my eGPU enclosure.

Considering you've stipulated the width of the slots for the card, what is the make and model of your case?

So I have a high end PC, i9-13900k, RTX 5090 as the host computer. I will be streaming via Steam to my Alienware M15 R3 laptop connected to an Alienware graphics amplifier (which only holds a 2 slot GPU) connected to a 4k 60hz display, may upgrade to a 144hz display in the future.
 
If you're doing streaming why do you need a dedicated GPU period?

The only thing you really need is good enough display output to run whatever resolution/refresh rate combo you're going for.

Based on the specifications here the highest end current video card I see that can fit it would be a 5060 Ti.

Because when steaming via Steam the host PC runs the game but the client outputs the video, meaning if I want good visuals it comes down to the GPU on the client?

That's not how it works. If you're using Remote Play or Steam Link it's just encoded video because everything is being done on the host machine.

How does Remote Play work?​

Steam Remote Play works by connecting you to a game on one computer when the game process is actually running on another computer elsewhere. Through Steam, game audio and video is captured on the remote computer and sent to the device. The game input (keyboard, mouse or gamepad) is sent from the device you are using to the game process on the remote computer.

Any two computers connected to Steam can be used to stream a gameplay session and this can enable playing games on systems that would not traditionally be able to run those games. For example, a Windows only game could be streamed from a Windows PC to a Steam Machine running Linux in the living room. A graphically intensive game could be streamed from a beefy gaming rig in the office to your low powered laptop that you are using in bed. You could even start a game on one computer and move to a more comfortable location and continue playing it there.
