Hey, I am building a new PC and I have a 3060, I am looking for a new CPU and Motherboard for around £400. if anyone can help me that would be appreciated, I want to OC it in the future as well. I am currently looking at an i5-13600KF CPU and an ASRock Z690 Steel Legend mobo.

Unless you're an enthusiast with money to blow, overclocking is dead as disco. Minimal gaines at best and not enough to justify the cost.

I have a Ryzen 7 2700X so getting that CPU will be a downgrade, I am looking to upgrade with a MOBO that can overclock for future things Id like another ryzen CPU because they can OC unlike intel were you need a certain board and CPU to OC, have you got any other ideas?

That's not a downgrade from your current cpu. The Brits have this on sale atm .. it has to be a Black Friday special because the cost of this cpu is insanely low.

Fair enough yes I did abit of research into the cpu I like it alot and for the price haha,

The mobo is nice but the B part will mean I can't OC right? Or atleast I can only boost ram? And the ddr5 RAM iv been told to avoid ddr5 atm

At the very bottom of this graph you will see the Ryzen 7 2700X. Work your way up this graph until you find the Ryzen 5 9600X. This is all you need to know.
