i have
rzyen 5 2400G
Ram 8GB
Monitor FHD 75Hz
PSU 400W

i need choose vga GTX 1650 super or Rx 570/580 .

usage only basic gameplay (no need high fps) like fps game , or casual game like gta 5 , sometimes open emulator play codm , or open Nox. and can survive 2-3 years.

They all should perform close to each other. It all comes down to pricing.
The 570/580 should be pretty affordable worldwide, even in the 8gb variant, but they are more power hungy. As long as your power supply is reliable, it should handle either card fine.

Your PSU won't be able to handle the 570 or 580.

AMD recommends a 450 watt power supply for the RX 570 link and a 500 watt power supply for the RX 580 link

The 1650 Super draws significantly less power than either and as a result should also run cooler and quieter. It's an all around better card.
