Help me choosing right components

Here is the list about I'm going go buy. I'm not really sure about them but the general idea and price (over 1200 - 1300) it's clear. Any suggestions?

CPU: AMD Ryzen 2700 or Intel i7 8700
Motherboard: MSI X470 Gaming Plus or Gigabyte Z370 HD3
Ram: Corsair Vengeance LPX, XMP 2.0, 16 GB (2 x 8 GB, DDR4, 3000 MHz, C15) or C16 ?
SSD/HDD: Samsung 960 EVO NVMe M.2 or 970 (I don't understand why 970 is cheaper)
GPU: ASUS DUAL-GTX1060-O6G or Gainward GeForce GTX 1070 8GB GDDR5
PSU: Corsair TX550M
Chassis: Nox Hummer ZN ATX
OS: Win 10

Where are you located and how much are you willing to spend? Also what currency are we looking at? I wouldn't look at the X470 unless you're looking at multi GPU setups and get a DDR4-3200MHz dual channel ram kit.

I'm from Spain. I would like to spend 1500 as limit. The perfect price would be 1200 - 1300€.
I was thinking about X470 in case I chose AMD (because is cheaper than Intel) but I don't know to much about motherboards.

Is AMD more efficient than Intel if lot of programs are running at the same time? I'm usually running more than one at the same time...

Does anyone knows something about Gainward GeForce GTX 1070 8GB GDDR5, I've noticed it is quite more cheaper than the asus dual 1060 that I had seen. Is it worth?
