Help me decide what to get

Hi, i'm currently having a dilemma about which to get first. More RAM or a Safer PSU.

I currently have a single 8GB HyperX Blu installed on my motherboard (Gigabyte GA-H77-DS3H) which runs on dual channel. I want to make use of the dual channel capability and install another HyperX Blu. Question is, will I need the extra 8GB? With the total of 16GB of RAM will I notice a significant difference in gaming, streaming, multitasking, and file transfer rates?

With that in mind, I was also thinking of replacing my current generic power supply (Delco 650W Switching Power Supply). The reason is I just don't trust it that much. If the PSU fails my motherboard might go along with it (or so I've heard). I was considering getting http://www.thermaltake.com/products-model.aspx?id=C_00001966 from Tt or http://www.corsair.com/en/vs-seriestm-vs650-650-watt-power-supply from Corsair. Are these 2 any good? If not please suggest a PSU from this site: http://pcx.com.ph/components/power-supply.html?p=1. Currently residing in the Philippines so this is all i'm stuck with at the moment. The cheaper the better btw :) But take performance into account too please. I'll be willing to spend at most 3.5k PHP on the PSU unless convinced otherwise.

In regards with wattage, I am currently running an i5-3470 and a Gigabyte GTX 650 Ti. I am also planing on upgrading to a 760 or 770 but not any time soon. Do note the I plan on getting both the RAM and PSU in the future. I can only buy one of them now due to my budget.

With the Thermaltake you would only get 635W from it where as with the Corsair, you would only get 552W out of it so I would recommend the first one.

By the 635W and the 552W that is the most the PSU can give you as the first one is only 73% efficient where as the second one is only 85% efficient (at full load).

The PSU is the heart of the computer, if that goes then everything may go aswell.

In terms of getting more ram, you're only going to need more ram if you run multiple applications at the same time.

I do run multiple applications at the same time so the extra RAM could be useful. But hearing that if the PSU goes down there's a chance that it will take something with it is unnerving. I might just go for the PSU upgrade. What do you think of the 2 power supplies posted above?
