help me figure out crossfire

So i have 2 r9 270x's and it seems like when i turn crossfirex on only one of the gpus is working. Is this normal. does my second one just assist in tasks while the first is in charge of them. Also ive started to play dayz and I have well over the recommended specs to run it but still barely pull 30-50 frames on normal/low graphics. I can play normally but every few seconds my franes drop to around 20 frames. Id prefer an answer to my first question but if anyone can answer the second that would be great.

a few notes

You have to be running in fullscreen to use crossfire. windowed mode or borderless will stop it from working

in radeon software, under the gaming tab, then global settings, turn on AMD crossfire logo to see if crossfire is working in your game.
