Help me figure out why an android phone connecting to wifi destroys my internet.

So this has been a problem for as long as my family has had new smart phones. I have internet with sky and it's not the best but ok for the most part. I generally monitor the connecting using cmd+r and 'ping bbc.co.uk -t'. When the internet is fine I get a constant 27ms which is most of the time.

However randomly it will spike to 2000-3000 like so https://gyazo.com/c722f74e4776e717ce09681b5988a046. When this happens I can generally instantly stop this by grabbing a family members (most of the time it's my mum) phone which is currently a galaxy s6 and turning off the wifi. Soon as the wifi is turned off it goes back to a constant 27ms, if I turn the wifi back on it will go back to 3000. I have an S5 however my phone never seems to have this issue where it destroys the internet. The only other times the wifi spikes to 2000-3000 is when someone's doing something that would obviously hog bandwith like uploading pictures to facebook or a video to youtube etc, downloading doesn't slow it down anywhere near to this amount. I've checked and she's definately not uploading anything to facebook (which is the only thing she ever does as far as uploading).

She doesn't use many apps the phone is pretty barebones for the most part. I've gone into the settings and disabled all the sync stuff like in the google, whatsapp accounts etc but I'm not even sure thats using up much data. When its going to 3000ms I can turn off some sync stuff and it won't change at all only solution is to wait it out which can take a long ass time. If I disable the wifi the ping just spikes up again when it's turned on. Dropbox and onedrive are default apps on the phone but she doesn't even have an account. Is there anyway to observe background processes on the phone to see whats using up all the bandwith cause I'm super perplexed. I've noticed this problem before where relatives will walk into the house, have their phones connect to the wifi and then have it instantly halt to a crawl.

The only thing I could think of would be some sort of setting in gallery or any of the other album apps that automatically backs up photos by uploading them somewhere. Can't think of anything else that would use so much bandwith. There's no indication of anything downloading or uploading in the status menu though (swiping down from top of screen) and don't really know how to check.

What router are you using? Do you have admin rights?

No intention (at this point) of "blaming" the router per se. However, what is of interest are the router's settings and the IP address range being used.

Could be an IP conflict. Especially if someone is using a static IP.

Look at each device and see what IP address is being assigned or has been statically set.

Plus the router may be logging any related errors.
