Yeah they don't last forever. My 6870 straight up died while gaming years ago, no lines just insta-death. I have seen my share of lines and bars on the screen with other cards though, at least one of those times it was bad RAM causing it. It never hurts to test your RAM too, once things are functional. No need to fresh install windows unless you really want to. Best of luck.
I'd try Display Driver Uninstaller (http://www.guru3d.com/files-details/display-driver-uninstaller-download.html) in safe mode then reboot to regular windows and try to install newest drivers again. Use the "clean and restart" option.

which version do i download

If you click the "Download Version 17.0.3.1" link, it will download 17.0.4.0. Just make sure to unzip AND un7zip before booting into safe mode, windows won't let you do that in safe mode.

I did that I got my new drivers all installed properly and now im on my phone cause I can't use my pc
Cause there's a screen with black lines or all white screen

I use DDU every time I update my video drivers, I really doubt it's causing you issues. You've tried restarting a couple of times? Have you had issues with the video card recently? Lines on the screen often point to vram issues.

yes i tried restarting and no never one problem with the card before. my brother did some researching and he said same thing vram. probably gonna just gonna go buy new card and fresh install windows sometime
