So I went to CPU - Z and saw that my ram had brackets on the 1333 MHZ, and why is my frequency running very slow is that my actual ram speed that it's running at? and why so

Hello I have 2 stick of 8gb Ramsta ram so for the frequency do I also have to multiply it by 2? since it's maxed out at 1333MHz

Yes, that goes for any DDR ram as it stands for Double Data Rate, most programs identify it as it's base frequency and not data transfer rate. So in your case, RAM frequency is 1333MHz but actual transfer rate is double of that, 2666 or in other words acts like it's actually running at 2666MHz.
