hello.
baisicly my brother wants a gaming pc. But he want to keep the price as low as possible. his 2 requirements are the build must include I7 4790kMobo that will allow overclocking GTX 980
i just want to know what will be the chepest build that can meet these requirements

Everything I've chosen is very high quality, with very long life span, very good OC capabilities and let your brother gaming for a loong loong time before he needs to change anything.
 
Solution
I have chosen the GTX 970 because it's more than enough for 1080p gaming. If he plans to game to higher resolutions that means you will need an expensive monitor which will get the price much higher. If he really needs a 980, go for the same brand I mentioned above, the MSI GTX 970 Gaming 4G

Update: I have chosen 8gb RAM because no game will use more than that. 16Gb is cheap nowadays and you can go for that if you have the money.
