Get a new cooler. Or use an old CPU heatsink/fan. Make sure that there's nothing in the PCI slot right under it that's blocking the air from getting to it.

Its free from obstuction. 2 slots upen underneath it and nothing close above it.. Right now its running at 41C but once full load kicked in it hits mid 70's

41C is a good temperature. I'd suggest to get a new cooler, like this one.

75C is not bad for a GPU, like it is for a CPU. I had a BFG 6800GT that ran real hot and would crash around 95C.

only worry when the card hits 100, thats when u are in trouble territory...

as long as you have an intake & exhaust fan (12cm ideally) and an uncluttered airflow it will be fine...

mine is his x850xt
at boot is arround 30 degrees and in full load never gets over 55 degrees ...
the cooler is ati reference ... quite noisy at boot (100%) but it cools down after 2 or 3 seconds ....
the cooler never got over 20% in the toughest games ... 1028x1024 aa 4x and af 16x

I have an x800xt and mine gets into the high 60s whenever I play. Really don't worry about it. Unless you're seeing draw errors your card is fine.
I got the Zalman VGA cooler, pretty much just a big block of aluminum, and it dropped my load temps by 7-8C, even though it doesn't have a fan on it. I do have a fan that blows into my case right at my vid card though, so it works well. If you have something similar, I'd recommend the Zalman block. No more noise. 😀
