HELP ME! My games slows down

Hi my games randomly slows down I can see it with my eyes I have +200 fps in Fortnite This lags started after the electricity shut down for the more than 20 times could it be the HDD ?
The FPS doesn't drop
MY SPECS:
GTX 1050 Ti Gigabyte 4G Gaming not overclocked
I5-7400 not overclocked 3 GHz
2x4 HyperX RAM 2133
PSU: Aerocool VX-550W
HDD: WD 1 TB 7200 RPM
SDD: NO SDD
MoBo: MSI H110M PRO-VD PLUS

Temperature/Usage
GPU 60-62/99%
CPU 55-59/From 60 to 90

Mine is to the RIGHT the left one is by some dude who just bought a new HDD WD (BTW I HAVE THE SAME HDD AS THE GAME THAT IN THE PHOTO)
Is these slow down lags because of the electricity that f up my HDD ?

If you can't play Fortnite with 200 fps then you shouldn't play any game.

What ? I always played with 200 - 300 fps Fortnite but it started after the electricity shut down and my PC just shut down too

I'll try to buy a new HDD and test it but only in Summer I can't now cause I'm not in Russia
