Help me OC Q9450 please

I just ordered that from Dell. I want to install the XIGMATEK HDT-S1283 CPU Cooler when I overclock but they said Dell's computers are proprietary, so i can't really install it. I was thinking if I can overclock it to 3.2Ghz with everything stock. Will it be stable for me? I am a newbie to OC too, so let me get this right. The highest FSB I can go is 400MHz correct? So to achieve 3.2GHz I just have to set my multiplier to 8x400? Thanks for all the help in advance.

Last time i checked Dell still locks down their bios so you can't overclock unless you flash it with a hacked bios which I would not recommend.
