So I recently upgraded my 4460 to a 4790, because I needed a better cpu, and didn't want to spend on a new mobo + cpu + ram, etc. I also am running a gtx 960 4gb. I've been told that my gpu is holding back a lot of my games and I could do better, so I decided it's time to upgrade. The reason I upgraded the cpu first, is because I play csgo more than any other game, and making it a cpu dependant game, it will help a lot with my fps. Regardless, I need to upgrade my gpu (?) i will only upgrade it once I receive my new cpu and test and see what my fps is at. My first question is, for around 180-220$, what is the best gpu I can get (new or used) that would work best for now and the future, what's my best bet here?

gtx 1060 6gb

rx 480

while they are in the same league, look at fps comparisons in the games you want to play

because one or the other may be better at a specific game

any specific models for either? also 4 or 8gb on the rx480? someone also told me I should try for a 970 or a rx470, thoughts?

For reference, a 4gb 960 is equivalent to a 1050 Ti. Personally I would not advise an upgrade to a 970 or 470, since at this point in time they aren't all that much better than what you have now compared to what you could get. A 480 4gb is the low end of what I'd get, with the 1060 6gb being the high end.

The exceptions being if you could find a great deal on a 470 or 970, then it would be worth considering from the price/performance point of view. It's just that I'd hate to spend $170 on a new card only to see a small bump in performance when for $200 you could have a more substantial gain. Of course, if you could sell the 960 then that would make the new card even lower in cost and a 470 or 970 becomes a more attractive option.

gtx 1060 6gb or rx 480 ( either is fine, though the 8gb version is good if you intend to keep it a long time )

rx 470 is not an option when the 480 or 1060 are on the table

the 970 is obsolete with either above options

For CSGO, you don't need to upgrade the video card.
