Hi, I am going to buy a windows 8 for my new pc, but i was wondering, if i format my pc, can i use it again or have i luse it, or i just have to talk to microsoft or something like that, thanks for your answers

No. Just install it which includes inputting the product key for it. Then you'll be fine.
