Help me please, CPU problem

I have a problem, today when i turned on my pc my cpu was reacting wierd, i was using oc genie from msi z87-g45 but i turned it off to see if it helped but there was no changes.

I was playing Counter Strike: Global offensive with 0.84 GHz speed and im using a i7-4770k 3.5GHz, normally it would go to 4,57GHz when i played games...

I just played audiosurf with 0.74 GHz
