Question Help me please, I am unable to find the issue with my system

i am getting some glitch like lines in my Taskbar area of my monitor( five photos and pc specs attached). i tried to clean all the components, changed the slots, booted into safe mode .in safe mode the lines and glitches behave and appears differently than normal boot.also sometime the lines disappear and only stays in right bottom corner of the monitor. is it the cable or GPU or the Monitor? or can it be a faulty driver?

BIOS version for your motherboard?

If you think the cable is at fault, replace the cable and see if the issue persists. If you think that the display is at fault, hook up the panel to another display source and see if the issue persists.
