Help me please, my cpu is acting weird.

i was looking at my taskmanager screen while playing a game to see what is wrong with the problem i keep having,
i saw that my cpu that usually runs at 4.04 ghz but then it drops down to 1.32 ghz mid game .
why does this happen and how do i fix it?
CPU: amd FX 8350
GPU: Gtx 1060 6gb
MB: MSI 970A-G43 (MS-7693)
PSU: 650 WATTS
RAM: 16GB
when at 5% it is at 40 Degrees celcius

It could be its temperature. https://www.msi.com/page/afterburner can show you. Your idle temperature suggests everything is okay but without the top end we can only assume which is wrong.

you can manually change the CPUs min power state. Right click start, power options, change plan settings, advanced power options, min power state. Change from 5% to 100%...

It could be normal. If there's not much for the CPU to do it will throttle back.

You can download https://www.techpowerup.com/download/techpowerup-throttlestop/ and avoid that.

Unfortunately I can't tell you the why. I can only offer band-aids.
