Please do try these troubleshooting steps suggested by others that may help.

- Start by running the Fix it software from Microsoft. (use the one for Windows 8)

- Once done, do try installing the .net framework again and see if it will work.
- If it doesn't work run this .net framework repair tool from Microsoft.

- If all these doesn't work try to uninstall/reinstall the .Net framework.
- Here's a software that can uninstall it.

- Try reinstalling it again after it's completely removed.
