It has enough wattage but make sure you have the appropriate external power connectors for a R9 290. If you don't know if you do, try find out the Brand/Model of your Power Supply and i can find out for you. You need 2x 8 PIN power connectors for this particular model. They will go into the top slots of the GPU like the picture below:

Sadly no, you only have 1x 6-Pin PCI-e Connector. You need 2x 8-Pin for the R9 290 to get enough power, without it the card won't turn on at all. But depending on what country you are buying from you can get a capable Power Supply for fairly cheap. For $39 USD this has the connectors and enough wattage to handle it > https://pcpartpicker.com/product/3hkwrH/corsair-power-supply-cp9020102na.

That's an extremely poor quality PSU I highly doubt it would reliably power the system. A good 750w would have no problem but that PSu is far far away from being anything close to good. Given the size of the 12v rail it would even fail as a 500w unit.
You want a good quality 650w unit to run that 290 and even then in many games that CPU will hold it back from performing at full speed.

Not all PSUs are created equally. In the future you may want to gather more information before telling someone they would be fine. In this case what you have posted is very poor advice.
