Right now, I have a Core i5 6400 with 8Gigs of ram with a gtx 1060.

With my current budget I can either get a new i7 7th gen PC or a GTX 1070.

My goal is to run FFXV and the Upcoming Metro Exodus at a smooth 60fps at 1440p.

If I get the card, I can update the ram to 16GB as well.

Any answer will be apprecaited.

P.S

My system doesn't have liquid cooling. So if I get a GTX 1070 the builtin cooling system on the card is all I have.

Solution
My suggestion is to buy your games first, then see how you do.
You may find that you are cpu limited, graphics limited or ram limited.

From what I read, your specs exceed minimum and are in thr recommended range or better.

If you need a graphics boost, look more towards a GTX1080 class card. GTX1070 is only two tiers higher on tom's gpu hierarchy chart. They recommend three tiers for an upgrade or you may be disappointed.

ON ram, 8gb should be sufficient unless you are also multitasking.
Be careful about adding ram, it may not work.
Ram is sold in kits for a reason.
A motherboard must manage all the ram using the same specs of voltage, cas and speed.
The internal workings...

Well, that's odd, Metro Last Light Redux ran at a super smooth 60fps at my current built.

So, I should go for the Gtx 1070 + 16gigs of ram then. Will cooling be a problem?

Honestly, I wouldn't bother going from 1060 to 1070 - it's just 20-25% difference. It can be easily compensated by lowering some settings like shadows or AA without noticing visual quality reduction. Personally, during gameplay, I can't tell the difference between max and high settings.
you should be fine with FFXV for now and by the time Exodus released, you'd probably have better GPU options for the same money.

The internal workings are designed for the capacity of the kit.
Ram from the same vendor and part number can be made up of differing manufacturing components over time.
Some motherboards, can be very sensitive to this.

On the cpu side, it is unlikely that you need more than the 4 threads you already have.
You have options, depending on the chipset of your motherboard.
A K suffix processor when overclocked can greatly boost your single thread performance
That is what most games need.

Solution
My system really can't handle FFXV as it is and unfortunately it's probably not going to be ready for Metro Exodus either. I'm truly in a bad pickle here.
