Help me with a good Build?

I've got 1 part down but the rest I could use help with.

Currently I own an RTX 2080
So i was wondering what else would be a good build, I'm pretty much taking the RTX out of my current rig and building a brand new rig from the ground up, motherboard, CPU, everything

I don't want to make this a budget rig by any means but I don't want to also want to blow my entire bank

I know this kinda broad and some is down to personal taste in some regards but I'm not very good with parts in reguards with computers.
 
Solution
It is still a mighty rig, to me the only thing I will change is cpu and motherboard. I9-9900k and Z390 MB and that is it, no need for a whole new rig.

alright, for some reason or another a lot of stuff hasn't been working right (gamewise) on this one even after a factory reset, I was planning on building new and letting my little brother play my old one though as time goes on i'll probably change more. Is my current water cooler going to be ok for the I9-9900k?

Also, A new case, I do want a new case, what's a good one in that reguards?

No everything is standard, I haven't changed anything in regards to overclocking, but for some reason Team fortress 2 and more prominently Counter strike go (a long with other game but those two are the oldest ones with some of the biggest issues) are crapping out on my current rig. I think i'll follow suit on the upgrade to CPU and MB, I'm primary gaming.

I factory reset my computer trying to fix A LOT of issues and most of them did get fixed but there are some like aforementioned that just won't stay stable.

This isn't why i wanted to make a new computer though it did help affect my decision.

While this is no longer on regards to my original question do you have any idea what might be the issue?

Before I had issues with almost every game, Rainbow six, Monster Hunter, GTA V. after installing my GPU I had insane frame rate (far past what all the benchmark test said) and stability but after the first day everything started messing up, getting stuck at unreasonable levels of Frame rate, stuttering, tried a lot to fix it, but not much worked, Factory resettled fixed Rainbow and monster hunter but I still have a lot of issues

Apologies that i'm going off tangent but rather then make another post in other forum maybe you'll have some sort of idea
 


Did you delete old gpu driver before dropping in the new GPU?

Yeah, I had a "SAPPHIRE NITRO+ Radeon RX 480 100406NT+8GOCL 8GB 256-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card" before and I used DDU to uninstall it

Yeah my old one worked fine but I needed an upgrade, all drivers are up to date
