i have a gtx 750ti low profile --can i connect with monitor 144 hz --with rezulution 1920x1080 for CSGO with low seting in game ?

Some low settings will offload GPU work to the CPU. You may have to test the settings and run a few at medium. The card should handle CSGO stock maps. Custom maps tho can be a bit more performance driven.
