Hey there, that is a sweet build you got in mind. An AMD RX480 is actually a superb choice in comparison to the GTX 1060. In performance they're both kinda like rival GPUs, but the price is where it gets interesting. RX480 prices have dropped considerably over the past few months and continue to drop. The last i checked it was about $210 while the GTX1060 is about $240.

Like I said, the price of the RX480 is likely to drop further, and coupled with the fact that it is on par with the 1060 (arguably even better with its higher VRAM), the RX480 is the superior choice for playing games at 1080p. Also, DirectX12 is being used for most games nowadays and Nvidia cards haven't been on par with AMD equivalents in the optimization department...
No it won't bring the fps down. Framerate is depended on how fast your card is and not only how much vram it has. Mid-high end cards have enough texture, render units and shaders to run games fast with high core and memory clocks. Extra vram will help your system run better as it lessens the strain for loading 3D textures

Other than that, the only thing I would point out is the RAM, get a couple of 8GB sticks and make it 16GB of RAM total, as some games are pushing past the 8GB barrier. Its better to be safe. If you consider the RX480 over the GTX1060, the price difference will likely enable you to get a good 16GB RAM with the leftover cash.

Both cards are pretty good choice. Keep in my mind that AMD cards are quite power hungry. I guess 500 watt will do but from my part, when they label 500 watt for a psu, the real output is quite lower. I don't know this company but depending on what other parts you are planning to install you may be mitigated by your psu. Regards

Maybe a eurotech 700w 80 plus?
