Help me with this RunDLL

ever since my brother downloaded a "suspecting" file my computer has been running weird lately, when it boots it begins with a black screen followed by the login screen, it's running slowly on startup the solutions I've made was
0. selected startup programs (disabled almost all of it to see if the problems persisted)
1. delete the suspecting files
2. doing a disk cleanup
3. ran ccleaner
4. full scanned windows defender
5 full scanned malwarebytes (even on safe mode)

the problem was still there, tho i have deleted numerous files from malwarebytes. after a few days a pop up keeps on showing saying :

RunDLL
There was a problem starting
C:\Windows\system32\C_65003.nls
the specified module could not be found

i even tried google solutions for this. like changed my language pack and deleted it but its still here. please help me

Download HitmanPro, go to safe mode Windows 7-> Force restart your PC then safe mode, Windows 10-> "Shift+Restart" method->https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10

If still cannot delete it or remove it, I highly advise you to reinstall windows.
