So it's between an i5 and no GPU or a G4560 and a strong GPU?

Ultimately, it depends on your needs.
That being said, there's very few situations where the i5 alone will outperform a G4560 with a discreet GPU. The G4560 is fairly strong for what it is, and if you're gaming - paired with a 1060 (or even a 1050TI) would be the hands-down winner.

well i'm not a heavy gamer but im thinking of getting the i5 and get a gpu in the future

If gaming isn't a primary task for your system, it would be better to get the i5 and, as you say, add a GPU later on down the road. The power supply listed would run a 1060/1070 no problem.
