Yes, it can have a BIG effect on the PC. The IMC is the integrated memory controller in the CPU. I don't know how much credence the Intel community gives to Intel's diagnostic test results but a failed IMC means it will produce random garbage making it unreliable at best.
If it's overclockable and you have been then return to full stock settings; resetting CMOS is an easy way. If it fails again I'd suggest replacing the CPU.
