HELP! Microsoft Compatibility Telemetry Windows 10

This process is taking 30% of CPU, is this normal? because my laptop is draining battery oddly fast, I need help on how to solve this. Thank you!!!

Also something inside my laptop is very noisy, would this be the CPU? please help mee

I restarted my computer, such process is now gone, the usual idle cpu usage of 0-10% is gone, but my computer is still kinda noisy something like a fan noise thats hitting something and making like a beeping-like grinding sound as if the fan is hitting another thing, besides it being out of topic. but the Microsoft Compatibility Telemetry thing is new to me, well something updated for me on startup could it only happen when I end up installing something?
