The model is ACER XB27OHU. It's a 27" 144hz 1440p GSYNC monitor. I was letting my sister use my PC for video editing, but she was having trouble with my computer recognizing her external HDD. She tried using different ports while unplugging things in the process. One thing she unplugged was this usb cord that connects from my monitor to my PC. I'm not sure what it is, but I decided to plug it in since it came with my monitor.

The screen looks like this while booting up the bios as well. I have dual monitor and my other monitor does not have this issue.

I've tried updating my GPU drivers. I also tried shutting down the computer, unplugging my monitor from both power and PC, powering on my PC then plugging in my monitor. At this point I don't know what else to do and it's getting worse as time passes.
