Help my computer isn’t shutting down properly

Whenever I shut my computer down (power button or windows menu) it doesn’t shut down properly (the screen will say shutting down then go dark but the fans will keep running) and requires me to press the psu off switch to turn it off. It occasionally shuts down properly (every one or two weeks, so about 1 in 10-15 shut downs) but that is rare. I would really like to fix this please

Specs:
PSU: EVGA 750 Watt G3
CPU: AMD FX-9590
GPU: GTX 960
8 GB RAM
OS: Windows 10


If there is anything else needed to solve the problem please tell me

By the way the power supply is new, just got it 2-3 weeks back. This problem has been happening before I got it

Run this line and see if it helps %windir%\System32\shutdown.exe -s -f -t 00

CountMike my system is 64 bit so would I put System64 instead of System32?
