My gaming PC for the longest time has done exactly what I've asked it to. As I've continuously upgraded and added on to it. But suddenly I came home hoping to get a few games of CS in before I went out to dinner and found that on every game I tried felt like I was playing on a school computer or something. Also when browsing all pages loaded slow and scrolling through a Youtube video page lagged way behind where I actually should have been.

It starts up very fast so I don't believe it is a drive issue.
I've tried ending a bunch of background processes and things of that nature.
I've run several virus/malware scans that have found nothing.
I've updated my graphics card's drivers. That did nothing.
I've ran disk cleanup, defragmented it, and Chkdsk just in case.
All antivirus/malware programs disabled or uninstalled.
Nothing is any hotter than it should be as I have tons of case fans.

Any solutions before I reinstall windows or take it apart and clean everything with an aerosol can?

Setup:
Main/Boot Drive - Samsung 960 EVO 500 GB Internal SSD ‑ M.2
Secondary Drive - no name 5400 RPM HDD
(Games installed on SSD)
EVGA GTX 970 GPU
Intel i5 6600 6th gen CPU (non-overclocked)
Gigabyte h170 d3hp motherboard
Corsair CX500 500watt PSU
2 x G.SKILL 8GB DDR4 RAM sticks
Running Windows 10

As well as a bunch of devices plugged in via USB. Also a 144hz monitor.

Solution
Get an HWMonitor and actually check what the clocks, utilization and temps are on the gpu when you're using anything.
It sounds like it switched to on board graphics and it's not using your gpu at all but hard to say. Also open device manager and check that your gpu isn't showing any issues.
