help! My r9 280x is acting veey strange.

So I just finished my new build about a 3 weeks ago and I didn't start to observe problems until just 2 days ago, now whenever I'm playing almost any game that puts my gpu under stress it just does this, is this artifacting? Or is something else wrong?

I already have and catalyst driver installed, the problem is that I bought this card form someone who send the card in to be recently refurbished. What should I do?
