Question Help, my RTX 2080ti, i9990k PC is working like a $800 build

I cannot run gta v at max 1080p over 60fps, other games don’t work as good and my GPU makes a lot of noise. How can I optimize my pc??
 
What are you full system specs? Also was this a clean install of Windows? Also do you have all your drivers up to date?

I believe they are up to date and what do you mean by installed cleanly, I’m sure it was as it runs fine just not up to par with a RTX2080ti i9900k combo.
 
same issue i feel like my pc is underperforming as well i dont know what to do
Yes I definitely feel I’m underperforming and it’s really annoying when I’ve dished out thousands to feel as if I have the upper hand, when friends with subpar PC’s seem to be performing better in benchmarks, settings etc I’m not sure what’s wrong
 
Well you probably should be formatting your drive and installing a fresh copy instead, that could help with your solution.
Oh, you meant changed components themselves like hardware? I never changed any hardware whatsoever didn’t touch it, everything is also reading properly that’s not the issue I’m just not sure what is.
