I have an old Samsung Galaxy Tab 3 from 2013, and it probably died as of today I guess... Well the tablet still works only if I charge it while using it because it can only full about 20% of the battery.

Now, I want to retrieve the files in it, but unfortunately, the USB port and Speakers got wet (it fell on almost empty bucket with soap). I wait for it to dry and then charged it. After a few minutes, the port had burns in it, including my micro USB cable. Is it still safe to charge this thing? If no, how can I retrieve the files in it?

Solution
Sounds like you didn't wait long enough for it to dry out. Just because it seems dry on the outside. Doesn't mean the interior isn't still wet. A water bottle feels dry when it is still wet inside after all.

Remove the housing and let it dry for a few days. Fully exposed to the air. Perhaps with a fan blowing on it. Disconnect the battery while you are at it. Once you are certain it is dry. Dry plugging it in again and hope the short circuit didn't ruin it.
