Question help, need advice for building PC 144fps cheapest

hello everyone i know someone already ask this, but it was from 2017.
cheapest here is not like everything combined 100$ or something
i mean cheapest one like processor 300$ and the best one 500$ etc etc..
my spec right now is:
mobo = gigabyte A55M-DS2
procie = AMD A8-3870 APU Radeon 3Ghz
VGA = AMD Radeon HD 6570
2 x 4gb ram
SSD 240gb 1 + sata 500 gb 1

i know its old and im very sorry.. its my first PC. i remember win7 still new xD

need advice for new motherboard, VGA ,processor. (prefer AMD for gaming)
budget around 700$ . (more or less expensive is ok) and if it was more expensive because 144FPS. just put it here. nice recommendation for next next year.. atleast for me
reuse old case, ram, SSD-HD. (will change one by one later, RAM first)
upgraded spec adjust to the screen DELL S2479HGF 24" 1920x1080 144Hz freesync monitor (is there more cheaper than this?)
right now im buying PSU corsair cx750m incase it take more watt after upgrade.
because i think my old PSU gonna die soon.
and tell me 1 or 2 build because i will check the stock available at my country or not.

okay im from indonesia..
1 USD is 14,459.49 IDR
my budget for this year is around 700$,i will take which one near this, even its 1000$(i prefer the cheapest one, its up to the stock from vendor sadly and 1000$ is really hurt.. )
i only can buy it online because vendor at my town got nothing good. (i must buying from capital city).
and i only use debit card not credit card. so no paypal or international shipment :(
my game is csgo, dota, and black desert online. i live with potato PC so its ok with lowest setting. im content. but if i can get more with same price why not :)
and no overclocking. im not understand that much about that and cooling system for that.

I don't know about the local prices there but this is roughly what i'd suggest:

CPU: Ryzen 5 2600
RAM: 2x8gb (16gb) @ 3000MHz (or higher)
Motherboard: ASRock B450 pro4 or ASRock B450 Steel Legend
Storage: Reuse your current ones
GPU: RX 570, RX 580 or RX 590 depending on the budget
PSU: gold rated 550W or above from either SeaSonic, Corsair or Super Flower

that ryzen how many Ghz?
there is 3.4 and 3.6 ghz with 40$ difference.
if the difference noticable, i will take 40$ more.
and i heard the news of ryzen 3rd gen will be out soon. with same or abit more price.

the GPU only RX 570 and RX 580, there is so many variation..
how should i choose the best and good budget for me?
4gb? 8gb? all GDDR5. and some with word "Mining". some with gaming.
OC edition too.. (i just realize it is over clock) so a big no?

The 40$ higher Ryzen is the 2600X, it's higher clocked than the 2600 and features better stock cooler, the 2600 can however be overcloked to match or beat it in performance with an aftermarket cooler. So if you want to overclock, get the 2600 and an aftermarket cooler. If you want to run it stock, get the 2600X

As for the GPU, get the RX580 Sapphire nitro
The 580 is around 15% faster than the 570 and the 590 is around 12% faster than the 580 so the differences in performance between them are not big.
For RAM i'd go with the one that's cheapest.
