Question Help needed ASAP!

So, lately I've been having some performance issues with my PC and thought it was my GPU. I recently discovered it was my CPU, this was concluded after checking my temps. When my pc is first started the temps are around 40 C but when under load or idling it stays at around 92 C even when not under load. Can someone please help me fix this issue???

Specs:
i7 8700k
h100i v2
gtx 1050ti

Things ive already tried:
Turning the system on/off
applying new thermal paste
checking pumps on AIO (i think there working)
N/A

Not good enough. You need to be positive they're working; and most likely they're not.

I believe they are working i can feel a slight pulse through the thick tubes.

though i can tell 100% if it is or not due to the vibrations
