Help needed, Can't load OS

Here is the set up:
Case: Powermax YT-040267-85 0327-4 PL 400 watt
Memory: Samsung 256mb PC2700 CL2.5
Processor AMD XP2000+
Board K7S5A Pro
Liteon 48x24x48 CDRW

I have tried three hard drives and Windows 98SE and Windows XP
Professional. Every time Windows starts the install program,
the PC locks up. I can run scan disc, format, and other disk
diagnostic programs but Windows install locks up every time.
Any suggestions would be greatly appreciated...

Did that today and got windows installed. I have to have the
processor underclocked for it to work. The board is good for
up to an AMD XP 2600+. If I have the processor/memory clock
speed set at 100/100 it will work but the processor speed
is shown at 1254mhz. It should be set at 133/133 for the
correct 266 FSB speed for the processor according to ECS
when I asked about my other pc with the same board..

a lot of people say that those boards are not too great...
although i have one and it works fine.

just for the heck of it you may want to try different RAM

Did that yesterday. I cleared the CMOS and put in 256 mb
of DDR PC2100. I set the CMOS to 133/133 like it should
be. It booted up showing the processor as an AMD XP 2000+
then locked up when Windows started. It would work at 100/100
with the PC2100 ram but not at the correct clock speed.

this may seem nuts

but try a completely different cpu cooler

on a similar setup i had one physically large cpu cooler that for some
reason
would not allow me to fully clock my machine...
but when i tried a different one all worked fine...

my theory was R.F.I. but that was pretty well shot down...
possible uneven tension stressing solder joints or uneven cooling?
i never found the reason...however after i changed the cpu cooler
the system has been working flawlessly for over 18 months

bad ram, or flaky PSU.

Tried DDR PC2100, no change, Tried DIMM PC133, no change. I
did clear CMOS before each memory change. I tried a different
video card, no change. Tried a different PS, it would run at
100/133 so I tried 133/133 and ran long enough to run scan
disk but locked up running defrag. It would not boot up and
run set at 133/133 after that.
