HELP NEEDED... PSU/ motherboard DOA?? :((

I have a MSI B150 Pro-VD motherboard with Corsiar 450w semi-mod PSU... My i3 plus fan have been installed. SO when I plug in the PSU along with the 24 and 4 Pins. The PSU barely makes a sound when I turn it on for half a sec but then I take a screw driver to the front panel connectors that says "power sw" and nothing happenes.... PLEASE HELP 🙁(((
 
I don't. This is my first go around. I was going to breadboard the whole system first but I stopped cuz it was getting late. I put it together in the case took 8 hours trying to learn then turn on PSU and tried pushing the power button on the case. Nothing at all happened. I then this morning took it all apart and reinstall 1x8 gb ram , left fan and processor in cuz I know I couldn't mess that part up. I plugged in 24 pin and 4 pin and then into wall. Nothing happens.....
 
Yes. It makes a tiny tiny squeeky sound for 1/3 of a second when I flip it. Since I took everything out of the case I then tried to touch a screw driver to the "power sw" on the front panel connectors.. This is such a struggle
 
Unplug the power supply, remove the CMOS battery, and then hold the case power button in for a minute or two. Then replace the battery, plug it back in and try rebooting with just a single stick of RAM and the display plugged into the motherboard, no GPU or other peripherals. If it doesn't boot, go through the troubleshooting steps below to make sure you haven't overlooked something. Be sure to check for bent pins in the socket.
