Question Help needed: RTX 3070 fans constantly ramping from 0 to 100 on idle

My RTX 3070 has developed an issue where the fans are running at 0% at idle and suddenly ramp to 100% for a split second, then back off, several times a minute.

I've tried to apply fan curves with MSI Afterburner and Fan Control, but the fans respond to absolutely nothing. No curve or setting has any effect on the speed of the fans.

The only way Fan #1 does anything is when I set it to manual control and 97%. From 1% to 96% the fan sits at 0 rpm.

I would take a look at the card itself, make sure the cables for the fans are plugged in, seated fully into their connectors, free of debris such as dust/hair, and then also check the wires aren't frayed/damaged. If you've ensured the fans are 100% connected and should be working properly, the fans themselves could be on the way out. If there is a failing motor it could be doing this.

When you have one of the fans disconnected it may cause the other fan to run at 100% because the controller isn't properly splitting voltage anymore. Please try to verify if your fans are running at paired speeds or if it's one/both fans doing this.

If you cannot verify the cables are plugged in without disassembling the card, then you may want to involve a repair technician.
