My friend wants to build a $2,000 USD gaming rig (excluding monitor), although I suspect that he may have some wiggle room to increase budget if really necessary. Budget excludes the monitor / keyboard / mouse / windows key, and parts will be purchased in the US.
What's needed: Build needs a GPU, CPU cooler, and a RAM kit; Which DDR4 RAM speed & CL is ideal for an Intel build?

DDR4 3200mhz CL16 works fine with Alder Lake. 360mm AIO and the gpu depends on his resolution.
