You've already been given some excellent advice so additionally with older machines over time the USB ports can develop electrical corrosion, that may or may not be the problem, but if it is, you can pickup a USB PCI card and see if installing it will resolve the issue.

Just because there's enough electricity to light the web cams LED through the USB port, doesn't mean it will allow data throughput.

However before you spend that money, make sure you've exhausted all the above suggestions, because with Win98SE something as simple to resolve as an IRQ conflict, can bring it to its knees.
And? You still didn't mention what version of Windows you're running or what hardware you're running it on. If you're plugging a USB drive into any version of Win 9x other than ME, you'll require drivers for it to work. Only ME / 2K and later had native USB mass storage support.
 


I am using Windows 98 se .... Webcam connected to the USB Port but not being detected ..... only the led glows in webcam ........ i have also installed the webcam USB Driver
 
Do you have the most current version of JAVA installed?
Do you have the proper version of DirectX installed?
Have you installed Proper USB drivers?
Have you checked that your camera is supported by Win98SE??

What's your camera's make and model??
