HELP! New PC not detected by monitor!

Hi everyone,

Yesterday I built my very first custom PC. I made sure to clean my hands and table before I built it and I didn't touch any of the soldering or pins for anything. It was my first PC ever so I even got a monitor. EVERYTHING is new.

The problem is, every time I turn on the PC, my monitor goes to Analog mode and then goes into sleep/hibernate (screen turns off and power LED blinks). All 8 fans are working fine (3 Case, 3 GPU, 1 CPU, 1 Power) and the mobo and case light up when I turn it on. I am using analog mode with the blue headed 15 pin cable thing that connects monitor to computer.
If I try to run the Mobo disc with a portable disc drive on startup, it shows a "Check Signal Cable" with the RGB squares underneath.

I have spent ages fiddling with wires, replugging everything and trying out solutions but nothing works.
I have read the manual thoroughly.
I have plugged in the 8 socket CPU power connector
The standoffs were already in the case.
The video card clicked in nicely (mobo has those 2 clips on the side)
I have attached all 14 connectors to the video card (2 are spares and have nowhere to be plugged in)
I only have 1 RAM stick and it clicked in with the clips
The manual doesn't specify a certain RAM slot but I've tried them all
The CPU Plastic guard is off
The CPU was in the right place (little triangle matched with mobo and mobo manual) but I haven't double checked.
None of the visible mobo pins appear to be bent
My CPU doesn't have pins, it has flat gold squares/rhombuses
The CPU fan came in the pack and I think it had thermal paste? (grey stuff in 2 neat semicircles)
CPU Fan is plugged in and turns on when computer is on.
There are no loose screws on the mobo
I did not wear an anti static wrist strap but the computer was built on a clean, smooth table.
There was no system speaker that came with the case or mobo. I don't have one.
The front panel plugs had + - symbols but some of them only had a small triangle. I've mixed and matched them to have every combination and it's the same thing every time. I currently have all the + on + and all the triangles as +.

I have tried taking out the GPU and running with onboard graphics. It says "Please Select proper Boot device"
I have tried using HDMI from Mobo to monitor. It says "Please Select proper Boot device"
I have tried using HDMI from GPU to monitor. It says "Please Select proper Boot device"
I have tried booting up with Windows 7 disc with a portable disc drive. It says "Please Select proper Boot device"
I have tried bootimg up with mobo disc. It says It says "Please Select proper Boot device"

This is my part list.
Case: Corsair Carbide 400R (Black Mid Tower Case without PSU)
Motherboard: Gigabyte H97 Gaming 3 Intel
Graphics Card: Gigabyte Radeon R9 280 (3GB AMD)
Power Supply: Corsair CS750M (750Watt 80Plus Gold ATX Semi-Modular)
CPU: Intel Core i5-4690K (3.5GHz 6MB)
RAM: G.Skill Ripjaws-X 8GB
Hard Drive: WD 3.5" Black 1TB
Monitor: Samsung 24" (Gaming LED Backlight LCD 1920x1080)

I'm willing to try anything right now. I'm kinda sad because it's my first time and I've been at this for hours.
Please help, I can take photos if you want.

Which error message actually getting?
If "Please Select proper Boot device" then try connecting the portable USB drive to an USB 2.0 port of the motherboard. Or make a bootable USB drive (use Rufus), copy the Windows file on it, connct it to an USB 2.0 port and test.

I tried starting with the discs again (mobo and windows)
Now every single time it just does "Check Signal Cable"

I don't know why it changed, I'm trying to make it do the "Please select proper boot device" thing again but it's not doing that.

I haven't touched the insides yet.
