Hi here are the specs

mobo Asus X570 F gaming
Cpu Ryzen 7 3800XT
Ram Corsair dominators
Gpu asus 2080 super turbo
Psu 750

Make and model of the PSU and it's age(if it's a recycled unit)? Breadboard the system. Rams used for the build? If it's a dual channel ram kit, populate slots A2 and B2 on the motherboard. If the board doesn't respond, try with one stick of ram in slot A2.

I looked through the video, take the riser cable off and have the GPU in the conventional location on the motherboard's PCIe slot , see if that helps.
