Help no matter what i do my new Geforce GTX 750TI wont connect to my monitor!! The screen is just black!!!! Please help!

So i bought a new ^^^^^ and no matter what i do when i plug in the vga cable to the monitor from the gpu i get 'Power saving mode' its pissing me off! i have uninstalled all previous drivers, ive tried nearly everything my current pc build is

gpu as stated above
psu is a CX600M corsair
10gb ram
intel i5
mother board is a Ipisb-ch2
and the rest is default hp p6755a

cx series by corsair isnt great. I have a 750 ti too. Try going to control panel, system and security and disable and sleep when inactive for x amount of minutes. 1: gpu seated correctly? 2: pcie power cable plugged in? 3: sleep when inactive disabled? I could be wrong as have not used intel first hand but some psu's freak out when the computer sleeps because the intel chip goes into a low power mode.
