HELP! No POST problem + weird solution?

I've been a having a no POST problem for days now. All fans would turn on but my monitor wont get any signal. The case LED wont blink too.

Here's what I've tried:
-Reset CMOS
-Holding the power button while PC is plugged off
-Changing PSU
-Changing/Re-seating RAM
-Adding/Re-seating GPU (a working gtx 1050 from my other rig)
-Bought a new AVR and power cables
-Used my TV as monitor (In case my monitor was the problem)

I sent it to a technician, and it instantly worked in his shop without doing anything. The LED on the case blinked and it POSTED and booted. He turned it on and off multiple times and it still worked fine.

The problem might be in my power outlets here in my house I thought. So I changed outlets and it works sometimes, sometimes it doesn't. So every time it fails to POST, I must change where my AVR is plugged in to the wall until it works.

This is really weird and frustrating. What in the world is happening here?
Any help would be appreciated.

I have a Deepcool DE500 PSU 500w, which was working just fine on my other rig last week.
The AVR I just bought is a cheap SECURE 500w AVR.

I haven't tried directly plugging it to the wall because it the sockets don't match and I have no adapters.
