Your voltage is too high imo. (I'm not gonna restart to read my BIOS settings, but I'll try to do it from memory).
PCI Express frequency- 100mhz
CPU ratio- 9x
FSB- 335
make sure memory is set to Standard, not extreme or turbo.
Memory needs to be run at 2.4a (might be 2.00a cant recall)
CPU Voltage- 1.33-1.35 (My 6600 isnt a gret overlcocker but can run 3ghz at 1.34v)
CPU PLL- Manually set to 1.5
CPU Termination- Manually set to 1.3
CPU reference- AUTO
DRAM Voltage- Manually set to w/e voltage required by ur ram, for 800 usually 1.8-1.9 (go with higher one if it's listed as this), for 1066 usually 2.0-2.1 (again go with higher one)
Rest of DRAM settings on AUTO.
MCH Core- Manually set to 1.2
ICH Core- Manually set to 1.2
Rest on AUTO.
If you are still having problems it's most likely a memory issue, I've spent countless hours with the same CPU and Board trying to nail down why I just could not hit 3.2ghz with any amount of voltage increase, and I found when I loosened my timings and went to a slower memory latch, voila, it worked.
