I am planning on playing games and streaming/recording at 4k with this rig. My budget is around 3800 USD. I dont mind spending a little extra for performance or aesthetics.

This is what I have in mind so far, any suggestions would be appreciated.

GPU- GTX1080 X2 SLI
GPU Cooling: Custom water loop 480mmrad with 4X120MM fans

CPU-Very unsure. 6700k Seems nice but would having multiple cores on a 5960X help with streaming and recording? Theres 6700, 6800, 6850,
6900, lots of ways to blow up the budget and I dont know if some are worth it or not.
CPU Cooling: Custom water loop with an additional 480MM Rad and 4X120MM Fans

Motherboard-Depends on the CPU, Id like it to be able to fan control up to 12 fans, but most "Deluxe" boards I see only support up to 7 ot 8 fans assuming they have fan control support.
Might have to buy my own fan controller. Minimum 8 backplate USBS.

PSU: I did an estimate for a PSU on cooler master calculator and it came out to 700W with 2 1080s, a 6700k and 2 CPU all in one coolers (to emulate duel pumps), I was thinking of going with a 1200W platinum cooler, possibly be quiet or corsair.

Case: Something that fits 2X 480MM Rads and 2 D5 Pump/Reservoirs and preferably with tempered glass side panel. I think the Cosmos 2 is decent but its outdated and no stock side panel window is kind of crappy, I considered the corsair 900D but I have seen better looking cases from computex videos and I cant decide.

Memory: 16GB Minimum, considering 32 GB But not sure if its necessary.

Storage: PCI-E SSD Intel 400GB with 2 Current Samsung SSD backups and possibly considering putting in my old velociraptor 10k HDDs in as well.

Did this, hope you like it! If you do, I can put together a watercooling loop list for it, although youll have to select the number of fittings as it's your build and your route

You could add custom water loop r if you don't want to do custom loop you can build hybrid TITAN X PASCAL of your own.
There is good minimum 30-50fps gain at 4K when you go for TITAN X PASCAL SLI instead of GTX1080 SLI.

One thing I would recommend is to wait for few months for that high build as GTX1080Ti will be out. Compare GTX1080Ti and TITAN X PASCAL benchmarks and go for the better one.

If i may point out a few things, you have completely sacrificed components of this build just to get those two TITAN X cards in there, mainly the storage solution, for this price, it really leaves a lot to be desired for. The RAM as well, the X99 chipset is quad channel, so you're going to get the best performance out out having 4 slots filled at a time, hence the 8 DIMM's, ontop of that, two slots out of 8 just looks silly (IMO). It's also $100 over budget without the waterloop, I know it it's really needed, but for that price point, if one is wanted, it can easily be incorporated as the TITAN X's just arent justified, usually you spend 3/10 to 4/10 of your budget on GPU's. This is however just my opinion and OP could turn around and say that he wants the dual TITAN X's. I just dont think it is justifiable for the price or performance, with this budget, and the requests of the OP.

Yep agreed. Even I know that TITAN X PASCAL is a bit overpriced but for main stream gamers getting that 30-50fps avg. is more important. But, as TITAN X PASCAL is overpriced I recommended waiting few months for GTX1080Ti without spending on GTX1080. I hope GTX1080Ti will be as good as TITAN or even better for lesser price.
