HELP on building a gaming pc that will run skyrim on ultra settings with mods

Hi, I am new to pc and never built one before. I am too scared of buying the parts and ending up with the wrong materials or failing, resulting in money being wasted. I have read up online on the basics of building a pc and understand some of which are important in building a gaming pc. I am currently setting a budget on a range of $600 and $800 if i have to or even less if possible. Like i addressed earlier, I am new to pc and never built one so if anyone can help me out I will be willing to listen to whatever instructions you listen out if reasonable. It would also help if you gave out a step by step tutorial,Thanks!
The following games I want to run:
The Elder Scrolls V: Skyrim- on ultra settings with lots of mods
Fallout: New Vegas- on ultra settings or higher with lots of mods
The Elder Scrolls Online- any settings preferably ultra
